The Sr. Specialist is responsible for providing compliant environmental, health, and safety (EHS) programs to operating departments at the West Point site. Integrates EHS programs into daily operations to assure regulatory compliance, achieves continuous performance improvement, meeting EHS performance objectives. Partners with operations to develop objectives to achieve these goals in alignment with site business goals and values.

This EHS professional will be required to: 
  • Compile and evaluate a variety of data, and prepare reports including bi-annual hazardous and residual waste reports, chemical analysis of residual waste annual generator reports, waste minimization and source reduction strategy plans, etc. 
  • Prepare required technical documents, reports, training and operating procedures as assigned for hazardous, regulated medical, and residual waste programs and soil program compliance. 
  • Assure timely completion of all regulatory submissions, notifications, etc. required to maintain compliance with federal, state, and local EHS requirements, as well as Company standards. 
  • Develop and use relevant spreadsheets and use database applications. 
  • Interpret environmental regulations affecting the site and translate applicable requirements into strategic, cost-effective compliance approaches. 
  • Review proposed project plans, identify required environmental permits and/or authorizations, provide a permitting schedule, and work with site operating groups and agencies to obtain the permits/authorizations as required. 
  • Review processes, facilities, procedures and management of change documents to assure conformance to recognized EHS regulations, standards and guidelines. Develop successful permitting strategies based on regulatory requirements, site operations and site business plan. 
  • Responsible for periodically reporting metrics to site and Company management on the effectiveness of the program implementation and changes or improvements being implemented. 
  • Maintain records as required by applicable permit or regulations, or provides guidance to the facility on how to maintain the required records (i.e., 90-day area inspections, tank inspections, waste determinations / characterizations, etc.). 
  • Has a working knowledge of boiler and utility operations, LDAR program requirements and monitoring, and DOT regulations. 
  • Perform audits of waste and soil programs’ compliance status. 
  • Perform relevant incident investigation and reporting as appropriate. 
  • Proactively and professionally communicate and work constructively with designated regulatory authorities; participate in regulatory inspections and internal audit processes. 
  • Prepare and submit SARA Tier II and TRI reports and emergency planning information to support the reports. 
  • Demonstrates leadership in daily responsibilities. 
  • Remain current with all environmental regulations and as they apply to our industry. Identify the environmental requirements Interpret environmental regulations and assist in the development of site guidelines and practices for waste program compliance. 
  • At times direct the activities of third party EHS or Legal consultants to prepare necessary permit applications or other required studies compliance materials. 
  • Provide support to client groups in completing incident and near miss analysis, training, self-assessments and addressing specific EHS concerns as they are raised. 
  • Provide guidance to other team members to complete work assignments and to achieve department goals/objectives. May train and mentor less experienced professionals. 
  • Complete hazard assessments, job safety analysis, process hazard analysis, life safety reviews, incident investigations, environmental regulatory field analysis, other environmental media reports and evaluate execution of high risk permit activities.  
Qualifications

Education Minimum Requirement:
  • Bachelor’s Degree required; concentration in Environmental Science or a related technical discipline preferred.

Required Experience and Skills: 

  • Minimum of 7 years applied professional EHS work experience.
  • Proficiency in the areas of environmental compliance (especially waste management programs), occupational and process safety
  • Critical thinking, communication skills, and problem solving abilities 
  • Awareness of project management techniques and budgeting skills. 
  • Experience working with Federal, State, and/or Local regulatory agency personnel on the implementation of waste management programs.
  • Experience with power plant and/or waste facilities and operations. 
  • Considerable experience with water, air or other environmental programs, including regulatory reporting.
  • This position requires that the selected candidate possess a valid US driver's license

Preferred Experience and Skills: 

  • Experience with PA waste regulations a plus. 
  • Project Management experience 
  • Experience with PA waste regulations 
  • PE Certification or other environmental professional credentials 
  • Lean six sigma skills and experience (green or black belt)
