Accountable for coordinating, on behalf of Pharmacy Operations, the pharmacy people related functions/processes such as administration of multiple labor agreements, representation at contract negotiations, and assurance of fair and equitable grievance and problem resolution. Functions as a key Pharmacy liaison for Kaiser Human Resources and employment/labor attorneys regarding employee actions and issues. Collaborates and supports Regional/National human resources functions for the pharmacy personnel of Kaiser Permanente. Provides consultation to Regional Pharmacy executive leadership to assure pharmacy business goals and processes are consistent with human resource policies and practices. Accountable for the design, execution, governance, and on-going policy development of human resources strategies with respect to Pharmacy. Assists Regional Pharmacy leadership in strategic planning, labor discussions and change management associated with key business and operational initiatives. Collaborates and supports Pharmacy Administrative team efforts, including, but not limited to the business line responsibilities of position control process, recruitment and training. Leads teams of managers and consultants and supports National Pharmacy Administrative Services leadership.

Essential Responsibilities:

+ Performs duties as the Liaison to Regional and Medical Center Area HR, Labor Relations and HR Legal in regards to Pharmacy initiatives and HR issues.

+ Consults with National, Regional and Medical Center Area Pharmacy management on labor relations, employee relations, EEO/AA, diversity and recruitment policy issues specific to Pharmacy.

+ Liaisons with the National Pharmacy Compliance Office and collaborates on investigations regarding employee actions or other security issues as required or needing labor involvement.

+ Consults with National, Regional and Medical Center Area and Pharmacy management on change leadership issues.

+ Provides advice and counsel and facilitates consultant or organizational development support as required.

+ Collaborates with and supports National, Regional and Medical Center Area Pharmacy management in formulation of human relations strategies.

+ In collaboration with the National Pharmacy Training and Development Department develops and implements specific programs which enhance the learning of Pharmacy interns, pharmacists and management.

+ Provides support Pharmacy Administrative Consulting department on contract interpretations, labor updates and the position control process.

+ Actively maintains an effective and collaborative relationship with labor unions.

+ Ensures effective administration of labor agreements; participates in and supports contract negotiations, grievance resolution, arbitrations and mediations.

+ Assesses current and future workforce requirements and develops programs and activities to ensure KP Pharmacy requirements are met.

+ Assures consistent interpretation and application of Pharmacy HR policies, statutory regulations and laws by advising and guiding Pharmacy management across the program and/or region.

+ Participates in the development of Pharmacy Operations business plans and shares the accountability for the overall success of pharmacy initiatives, including contingency plans.

+ Leads team of managers and consultants to assure that the above National and Regional duties and initiatives are approached from an operations practice. affordable and consistent basis.

+ Reports to Regional Vice-President Pharmacy Operations with an accountability to the Executive Director of National Pharmacy Administrative Services.

+ Is fiscally responsible for the resources utilized and team members employed.

Basic Qualifications:

Experience

+ Minimum five (5) years of leadership-level experience in pharmacy operations, including personnel management, at a Medical Center Area, Regional or National level.

Education

+ Bachelors Degree in Pharmacy Required.

License, Certification, Registration

+ Pharmacist License (California) within 12 months of hire

+ Pharmacist License (in location where applicable) required at hire

Additional Requirements:

+ Experience in applying relevant laws, regulations and Human Resources practices related to Pharmacy.

+ Experience in negotiation/bargaining, including participation in contract negotiations.

+ Demonstrated ability to utilize effective communication, presentation, and analytical skills.

+ Demonstrated proficiency in team building, conflict resolution, and group dynamics as well as project management.

+ Knowledge of and experience in applying relevant laws, regulations and Human Resources practices related to Pharmacy.

+ Knowledge of labor negotiations and application of union contracts.

+ Demonstrated work history of increasing scope and leadership responsibilities within a large multi-pharmacy environment.

+ Demonstrated ability to lead and manage professionals and others through influence and collaboration across multiple sites.

+ Frequent travel within the program required.

+ Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

+ Advanced degree (Masters or Pharm.D.) preferred.
