Summary:

The Purchasing Manager will lead all pharmaceutical product and ancillary supply sourcing activities, including its speculative drug purchasing programs. The incumbent will direct and coordinate procurement, receiving, warehousing, just-in-time distribution, inventory turn, waste reduction, and pricing optimization, as well as plan and prepare for drug shortages. The Purchasing Manager will implement procurement strategies, from initial identification of procurement needs through delivery. The incumbent will assist with implementation of short-term and long-term strategies that align with the Company goals for reducing costs and company financial goals. The Purchasing Manager will negotiate, coordinate, and ensure that assigned products and services are purchased at the lowest possible cost. The incumbent will assess near-term and long-term plans to establish supplier priorities balanced with business needs. The Purchasing Manager will consult with Management, and other subject-matter experts to develop alternative solutions, including advising on options, risks, total cost, and business impacts.

Responsibilities:

* Manage manufacturer contracts and relationships
* Maintain daily relationship with suppliers and monitor supplier performance
* Monitor and resolve supplier performance issues to ensure they meet performance standards
* Monitor supplier performance to ensure that delivery dates, and technical and contractual requirements are met
* Participate in strategic meetings with suppliers and business leaders to ensure execution of defined strategies
* Identify and track the status of limited distribution products (pending, new and existing); work with PerformSpecialty's Executive Director and the product manufacturers to source availability
* Collaborate with the Finance team to forecast and trend manufacturer price increase activities and manage inventories to optimize price increases through inventory builds; tracks and report results
* Ensure drug inventories are at a level sufficient to meet customer demand and customer fill rate commitments while balancing the financial requirements of the business to achieve targeted inventory turns
* Establish best practice product purchasing for the business unit and develop consistent policies and procedures
* Oversee and complete the placement of orders with manufacturers and wholesalers, and ensure that all purchase orders are completed and processed in a timely fashion
* Manage the receiving process of pharmaceuticals, medical supplies, and related products
* Oversee the process of returns and credits for damaged shipments received from vendors
* Notify pharmacy leadership or the designee regarding drug shortages and other issues that can affect drug utilization and dispensing
* Investigate alternative products for items that are either temporarily unavailable or in short supply, and provide the pharmacy team and leadership with status and availability
* Drive tracking and reporting for drug procurement and supplies
* Perform data analysis and modeling

Education/Experience:

* Bachelor's degree in related field required
* Minimum five (5) years of current/recent experience in a purchasing, procurement and/or supply chain role required; pharmacy environment preferred
* Minimum two (2) years of pharmacy drug product procurement experience required; specialty/biologic pharmaceutical procurement preferred
* Familiarity of regulations that pertain to the security of drug supply chain, controlled substances, and pharmaceutical hazardous waste (e.g., DSCSA, CSA and CFR 21) required
* Minimum three (3) years of current/recent people management experience required
* Knowledge of pharmacy computer applications (dispensing software), purchasing analysis, and vendor management required
* Knowledge of the procurement lifecycle and procurement best practices required
* Strong understanding of procurement and negotiation techniques required
* Experience with purchasing and receiving functions required
* Effective communication (listening, verbal and written) skills required
* Strong negotiation and conflict resolution skills required
* Intermediate level skill in Microsoft PowerPoint and Word required
* Proficient with Microsoft Excel and/or Access required
* Experience with Lean and Six Sigma methodologies is preferred
