Brief Summary of Job Duties

The Director of the UCSB Student Health Services pharmacy is responsible for directing the department, dispensing prescriptions, providing consultation to medical staff, and working with the Executive Director to ensure appropriate pharmacy services are available to the UCSB community. The Pharmacy Director reports to the Executive Director of SHS at UCSB. The Pharmacy Director is responsible for a wide range of clinical and administrative duties related to daily operations. The Pharmacy Director ensures compliance with all applicable state and federal pharmacy laws and regulations, as well as departmental and University of California policies and procedures, and standards of the Accreditation Association for Ambulatory Health Care (AAAHC). The Pharmacy Director functions autonomously to manage staff, purchase and inventory medications, interpret all state and federal pharmacy laws, establish and monitor policies and procedures as applicable, and establishes internal controls through subordinate managers. The Pharmacy Director also establishes and maintains purchasing contracts and proactively assesses risks and benefits of these contracts. The Pharmacy Director, in consultation with the Executive Director of SHS, determines long term strategies to ensure financial stability. The Pharmacy Director directs staff who order and inventory all drugs; analyzes summary reports and ensures appropriate documentation; manages pharmacy software and its interface with the electronic medical records system; maintains the formulary; leads and participates in committees; and oversees pharmaceutical insurance benefits and billing. The Pharmacy Director supervises both professional and support staff, including student workers.

Required Qualifications

Possession of the legal requirements for the practice of pharmacy, as determined by the California Board of Pharmacy or a California State Pharmacist license at all times during employment. Must have 1-3 years experience as Pharmacist.

Preferred Qualifications

Management experience is preferred.

* Must be eligible to be bonded and must successfully complete the background check process before employment.
* To comply with Santa Barbara County Public Health Department Health Officer Order, this position must provide evidence of annual influenza vaccination, or wear a surgical mask while working in patient care areas during the influenza season.
* Must have a CA State Pharmacist license at all times during employment.
* This position includes some evening and weekend work. The Pharmacy is open until 7pm on Thursday evenings. During campus emergencies, will need to respond to provide services, and occasionally need to respond to pharmacy alarms after hours.
* Student Health is closed between Christmas and New Year's Day holidays.

Job Functions/Percentage of Time/Duties

Pharmacy Administration

40% Essential Daily Duties

1. Leads installation & conversion to new Pharmacy Benefit Manager with real-time adjudication of pharmacy authorizations and claims; establishes policies for staff to support this new workflow.

2. Directs subordinate staff to achieve organizational objectives and ensures compliance with state and federal pharmacy drug laws.

3. Evaluates, interprets and applies University, Federal and State procedures, regulations and policies.

4. Chairs Pharmacy and Therapeutics Committee and organizes and prepares information for evaluation of new and existing medications for consideration.

5. Selects vendors and oversees inspection of pharmaceutical items received.

6. Ensures proper maintenance of records, files and other references.

7. Acts as liaison with pharmacy software vendor.

a) troubleshoots problems with software representative

b) installs updates on a scheduled basis

c) Directs Student Health Medical Informatics Manager and Student Affairs IT staff for software maintenance

8. Monitors and ensures accurate billing interface between pharmacy software and the electronic medical records system.

9. Responsible for:

a) ordering and maintaining adequate inventory of both prescription and non-prescription medications

b) researching and ordering non-formulary, special order medications

c) maintaining perpetual inventory of medications per campus audit instructions via pharmacy software

d) obtaining pharmaceutical contracts and a liaison with vendor representatives

e) being a liaison with campus purchasing department with regard to DEA registration and pharmaceutical contracts

10. Responsible for:

a) providing cost and pricing information as necessary for management to set pricing

b) maintaining and annually updating drug price list

11. Develops and monitors operational and budget processes, staff FTE, finance, human resources, and space planning.

12. Meets regularly with the Executive Director, to discuss their specific clinical issues and assignment of special projects.

13. Participates in the UCSB SHS Directors and Managers committee and other committees as necessary.

14. Prepares reports as needed.

15. Responds to patient comments and complaints.

16. Participates in the preparation and support of the AAAHC Accreditation process.

Clinical Pharmacist

40% Essential Daily Duties

1. Dispenses prescription medications.

2. Dispenses Schedule II and other narcotics and maintains appropriate control forms/documentation.

3. Maintains prescription files and records of medication use (dispensed, prepackaged and compounded).

4. Supervises the dispensing of prescriptions to the patients and counseling them in correct usage of medications.

5. Advises patients about selection and correct usage of non-prescription medications.

6. Provides consultative services to clinicians with regard to patient specific drug regimens.

7. Provides clinicians with drug information from standard reference sources regarding the properties and clinical use of medications.

8. Researches specific drugs as requested by clinicians.

9. Prepares and compounds all drug dosage forms (IV, oral, etc.) to meet specific patient care needs at the request of clinicians.

10. Consults with clinicians regarding correct antidote and supportive care of patients who exhibit drug toxicity.

11. Maintains proper storage of inventory.

12. Collects and properly disposes expired medications.

13. Maintains adverse drug reaction reports.

14. May provide immunizations and travel consultation if qualified, credentialed and CPR Basic Life Support certification kept current as required for licensure, or additional services approved by the California Board of Pharmacy as applicable.

Supervision

20% Essential Daily Duties

1. Responsible for hiring, training, evaluating and disciplining of pharmacy staff members according to campus policies and procedures.

2. Plans adequate scheduling of staff to ensure coverage for fluctuating demand and evening or weekend clinic hours; evaluates need for additional staff depending on operational reports.

3. Mentors UCSB volunteer students by providing appropriate level job duties to enhance department work flow and to broaden their comprehension of the role of a pharmacist.

4. Supports student pre-pharmacy health professions interest groups. If applicable: Supervises Pharmacy School Interns ensuring compliance with the California State Board of Pharmacy laws and regulations.
