The Manager of PBM Contracting is responsible for representing the Health Mart Atlas/AccessHealth membership to the managed care/third party community. The primary purpose of the role is to manage the overall relationship with an assigned group of Pharmacy Benefit Management (PBM) companies, including but not limited to leading the effort to reach agreement on all of the terms and conditions in the Pharmacy Provider Agreements (base agreements and addenda) on behalf of all of Health Mart Atlas/AccessHealth's membership, calculating contract profitability, and enhancing all of the terms and conditions and the value derived from those agreements. Additionally, this person will also provide direct contracting support to the Sr. Director of PBM Relations, most notably, gathering pertinent information from the PBMs, Plans, and other managed care entities regarding contracting opportunities. This service this person provides on behalf of the Health Mart Atlas/AccessHealth membership is akin to collective bargaining. This person's professional success will directly impact the business prosperity of the AccessHealth membership.

Position will assist in the establishment of operational objectives and assignments. Objectives are reviewed by senior management to determine success of operation. Involved in developing, modifying, and executing company policies which affect immediate operation(s) and may also have company-wide effect. Erroneous decisions will result in critical delay(s) in schedules and/or unit operations and may jeopardize overall business activities.

Regularly interacts with senior management or executive levels on matters concerning several functional areas, divisions, and/or customers. Requires the ability to change the thinking of, or gain acceptance of, others in sensitive situations.

Key Responsibilities

Third party contract representation, review and management, especially in light of the industry changes regarding narrow networks, managed Medicaid, and alternative benchmarks

  • Review third party contract opportunities. Using intelligence gathered by PBM Relations Department personnel, develop sound strategies for representing Health Mart Atlas/AccessHealth in contract discussions with PBM, Plans, and other managed care partners.

  • Analyze and improve the reimbursement and contract terms of the Agreements and associated amendments/addenda.

  • Bring new contract opportunities to Health Mart Atlas/AccessHealth membership.

PBM relationship development and maintenance

  • Work with PBM, Plans, and other managed care partners to develop, nurture and grow strong mutually beneficial relationships that will ultimately benefit Health Mart Atlas/AccessHealth's ability to secure and retain the most pharmacy-favorable third party contracts available and access to lives.

Support driving contracting value beyond COGs to the Health Mart Atlas/AccessHealth customer service, sales, operations, and marketing teams

  • Be a primary resource for collaborating with analytics and developing a way to track and quantify contract wins that will contribute to the overall success and retention of Health Mart Atlas/AccessHealth in the market.

  • Provide content to Health Mart Atlas/AccessHealth marketing regarding contract updates and other communications support.

Provide guidance and support for Contracts Administration, especially to the continued development of the database.

  • Provide clear guidance on completed contracts ready for signature and entry into the database. Accuracy is of utmost importance.

  • Create efficiencies/streamlined processes within PBM Relations Contract Database and other related databases.

Minimum Job Qualifications (Knowledge, Skills, & Abilities):

Education/Training -

  • 4-year degree in business or related field or equivalent experience

Business Experience -

  • 2+ years contract administration experience

Specialized Knowledge/Skills -

  • Solid knowledge of contract administration policies, practices and systems, and demonstrated leadership skills

  • Experience reviewing, redlining, negotiating contracts

  • Knowledge in managed care, pharmaceutical, healthcare a plus
