Serves as the site level manager of the Sourcing and Procurement department. This role reports directly to the Head of Sourcing and Procurement and is responsible for ensuring goods and services are sourced in a cost effective, timely and compliant manner. Ensures departmental, site and company goals are met. Provides leadership for direct reports at the site and participates in global Sourcing and Procurement initiatives and projects as required; including tracking measurables, KPI's and specific transformational projects within the Sourcing and Procurement function.

ESSENTIAL FUNCTIONS

• Lead the procurement team and sourcing activities for the Rockville site in accordance with cGMP, GCC and SOX regulations
• Create, and manage purchase orders for raw materials, consumables, equipment and services required for the site.
• Manage direct reports and contribute to departmental growth, budgeting, as well as ensuring a constructive work environment
• Provide guidance to buyers to achieve goals in accordance with established policies, cost, and schedule guidelines
• Facilitate contract process with end users and Legal Department, including negotiation of contracts with site suppliers as needed.
• Work closely with site Supply Chain team to ensure support for site manufacturing process
• Create and revise departmental SOPs as required
• Lead teams for early purchasing involvement through supplier selection process including capabilities assessment, technical evaluation, and cost/price analysis
• Actively pursue cost reduction opportunities in accordance with overall procurement strategies
• Partner with Quality Department on qualification of suppliers as required
• Works with other Emergent sites and leaders to optimize processes and procedures
• Other projects as required or directed by Global Sourcing and Procurement Dept.

MINIMUM EDUCATION, EXPERIENCE, SKILLS
• Bachelor's Degree in Supply Chain or relevant field required, or sufficient professional experience
• 5-8 years of demonstrated Procurement responsibilities with understanding of global sourcing and procurement structure.
• Ability to work within a matrixed organization
• Experience leading and participating on cross-functional and /or global teams
• Effective communicator with strong leadership and interpersonal skills
• Excellent analytical problem-solving skills with Strategic and Tactical thinking
• Ability to collaborate with internal and external partners at multiple levels.
• Ability to manage, prioritize and work cross functionally to influence behaviors and gain consensus
• Prior pharmaceutical experience preferred
• Proficiency in Microsoft Outlook, PowerPoint, Excel, and Word
• Experience with spend analytics and sourcing systems; experience with Ariba is a plus
• SAP Experience preferred
