Description Summary

This position provides leadership to all areas of the vendor lifecycle – sourcing strategy, vendor identification, and contracting. This position manages the corporate sourcing function in all activities related to the procurement of all non-employee labor and consulting services, hardware, software, commodity goods and supplies. This position is responsible for defining, improving and managing the process for Contract management for all business unit vendor relationships, and for direction and leadership of professional staff to support these activities.


Accountabilities


  1. Manages all aspects of the procurement experience, including management of vendor selection and RFP processes, contract negotiation, funding approval and internal policy development.

  2. Develops effective relationships with senior leadership and business unit

  3. Lead business and legal contract negotiation of all hardware, software and professional services/consulting contracts underpinning proposed financial transactions with all vendors.

  4. Participate in creation, analysis and evaluation of Requests for Proposal (RFPs) as required by Blue Cross policy. 

  5. Provide financial viability analysis of prospective new vendors through examination of vendor provided and/or publicly available SEC filings of balance sheet, income statement and cash flow statement financial reports.

  6. Develops and sustains subject matter expertise regarding contractual terms and conditions, regulatory compliance requirements, Service Level Agreements, third party relationship measurements, metrics and reporting.

  7. Act thoughtfully, professionally, competently, and demonstrate highest standards of integrity in all interactions with vendors, customers, management and staff.

  8. Demonstrate initiative, creativity and consensus-building skills.

  9. Continually look for ways to improve processes, provide value, and reduce costs.

  10. Manages the department including interviewing and hiring employees following required EEO and Affirmative Action guidelines and ensuring employees receive the proper training.

  11. Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, coaching on performance management and behavior, employee relations and cost control.


Requirements


  • Bachelor's Degree in Business or related field, and 8 years of related business experience or 12 years experience in lieu of degree.

  • 1 year staff, team lead or project lead experience.

  • Strong leadership skills in internal consulting and project management with results orientation and ability to generate ideas, support and commitment from constituents.

  • Experience in reviewing, understanding and negotiating vendor contractual agreements.

  • Strong problem solving skills, conflict resolution, facilitation and consensus building skills.

  • Excellent written and presentation communication skills; demonstrated communication experience with diverse internal and external executive, business and technical audiences.

  • Strong business acumen and understanding of cross-industry business practices, market and competitive drivers, and best practice sourcing design. Proven ability to analyze and resolve complex business issues.

  • Ability to develop and lead high performance teams and collaborate with all levels and functions within the organization.
