Reporting to the PMO Practices and Optimization leader, the Project Controls Lead will be responsible to ensure the processes, resources, and tools are utilized to ensure successful execution of the global Merck IT portfolio with focus on data quality & compliance.

The incumbent has responsibility for performance against project management practices of the IT Divisional initiatives that support Merck business strategies. The Project Controls Lead collaborates with other IT Colleagues to effectively evaluate and report out on execution quality of the IT Portfolio of projects. The incumbent will be jointly accountable with fellow PMO Leads to improve program and project management capabilities of the PMO.

This individual combines the expertise of Project Management, SDLC, Resource Management, and Merck IT Compliance and Integration. The Program Manager of Project Controls will lead the establishment (definition and implementation) of KPI’s to measure the effectiveness, productivity, and compliance of Program and Project Management performance.

Primary Activities

Under the management of the Director, PMO Practices and Optimization lead, the Project Controls Lead will monitor and implement governance reviews applicable to all Merck IT projects. Integral to this activity is the collaboration and partnership with other PMO peers on the development, implementation, and administration of sound project management disciplines, as well as coordination of change management in the business.

  • Drives alignment with Merck governance bodies including IT leadership, financial planning and reporting, and Enterprise Capital Committees; and Quality/Compliance with Merck policies (e.g. SDLC).
  • Contributes to and manages standard processes, tools and decision support for PM practitioners which are integrated with the Portfolio & Investment Management Process and the IT Operating Model and consistent with PMI leading practices.
  • Drive continual improvement of portfolio and program management processes with a focus on simplification, user-experience and stakeholder engagement.
  • Publish Merck IT Portfolio scorecard and facilitate executive discussions to ensure portfolio execution is under control and global portfolio execution risk is minimized.
  • Create and deliver client-focused metrics and data reporting capability enabling rapid decision making.
  • Oversee project management tools and systems enabling highest levels of productivity and organization effectiveness.
  • Convey portfolio and project management thought leadership and participate in steering committees and/or governances bodies.
  • Support and help drive ongoing/annual IT strategic change initiatives to enable longer term strategy realization (e.g. Operational Excellence) to advance the ongoing capability for the organization and deliver value for Merck/IT.
  • Drive alignment between IT portfolio planning and Merck’s IT platform strategy to enable reuse of existing assets and reduce demand for new single point solutions and applications.
  • Drive alignment of Portfolio and PM approaches across a highly-matrixed global team.
  • Drive improved forecast accuracy and data quality as a primary objective.
  • Provide ‘network leadership’ and collaborate with key stakeholders.

  • Bachelors


  • Experience working in or for a PMO. Portfolio Management, Program Management, Project Management


  •  PMP Certification, Six Sigma Training/Certification
