Description Summary

This position is responsible to perform all aspects of the technical, financial and analytical work in order to effectively manage the Federal Employee Program (FEP) plan offering.  Detailed work around preparation of FEP budgets, cost statements, financial analysis are key aspects of this role.  Clear understanding of ongoing Data Analytics, conducting internal research, and overall financial and expense performance management is key.  Developing key relationships with personnel across the enterprise, and at the FEP Director’s Office (FEPDO) in DC are expectations of this role. This position requires an individual to be able to handle multiple priorities and deadlines and readily adaptable to changes.


Accountabilities


  1. Prepares and submits the annual budget to FEP working independently with FEP management and other department management across BCBSMN to determine needs. Works with FEP Director’s Office, Director of Plan Management, and other FEP staff as needed, to explain and negotiate the final budget.

  2. Reviews costs allocated to FEP to ensure appropriate allocations to FEP per Federal Employee Health Benefit Acquisition Regulations (FEHBAR) and Federal Acquisition Regulations (FAR).Ongoing work with cost accounting to ensure allocations are corrected as needed.

  3. Facilitates audits (by BCBSA and OPM OIG) of FEP filed cost statements.Maintains adequate communication regarding audit project process regarding overall project status, risk issues and priorities with sponsors and leadership.

  4. Prepares and documents annual cost statement and submits it to FEPDO using FEP provided systems. Prepares and submits quarterly estimated costs to FEPDO on FEP provided systems.

  5. Prepares required certifications for management (including the CEO) signatures and final submission to FEPDO.

  6. Ensures FEP costs comply with FEHBAR and FAR.

  7. Must be able to analyze various categories of costs (pension, executive compensation, marketing, legal, etc.) to determine chargeability to the government. Also must be aware of complex differences in GAAP and government reporting for pension costs (primarily) to correctly claim related costs.

  8. Maintain confidentiality of disclosed expenses. For example, confidentiality related to reporting of executive compensation and marketing incentive payments.


Requirements


  • Bachelor's degree in Accounting or Finance plus 7 years job related work experience; or 11 years of work related experience in lieu of a degree.

  • Strong collaborative, interpersonal, oral and written communication skills at all levels of management.

  • Strong experience with the MS office Suite and ability to learn FEP Software systems.

  • Exceptional research, analytical and problem solving skills with ability to make decisions based on analysis and needs of the business.

  • Disciplined ability to work in high paced environments, handling multiple projects and responsibilities.

  • Solid ability to build cross enterprise internal and external relationships.


Preferred Requirements

CPA preferred.
