Description Summary

The Director of the Federal Employee Program reports to the Vice President of Public Sector and Labor Markets and has accountability for membership growth, margin contribution and overall performance of the organizations Federal Employee Benefit program.  This segment contributes positively to the enterprise membership and operating income and this key leadership role will have complete ownership of the FEP segment. 



 



This Director position develops the business plan and overall strategy development while providing oversight of key indicators to ensure the business plan and strategies are fully executed.  Working across the enterprise to manage a virtual team accountable specific to managing the FEP business segment is also a critical function to ensure key deliverables are managed.  The position is also responsible for development and enhancing corporate level relationships between Blue Cross Blue Shield of Minnesota and key individuals at the Blue Cross Blue Shield Association FEP Director’s Office and the Office of Personnel Management in Washington DC. 


Accountabilities


  1. Create, deploy and run an effective organizational structure across Blue Cross functional organizations to deliver high level results culminating in member loyalty and high performance.

  2. Direct staff development and lead initiatives to align functional areas to execute strategic and performance objectives.

  3. Develop and manage periodic corporate audits that occur on behalf of the Federal Employee Program.

  4. Direct the FEP product and marketing functions within Minnesota.

  5. Direct the development of business plans that achieve retention, membership growth, contribution to corporate margin, through full reimbursement of FEP costs, and by earning maximum annual incentive payments.

  6. Lead and direct the various functional areas (claims, service, appeals, etc.) in a matrixed environment to ensure that FEP performance requirements and goals are met at the highest possible level. This includes working with senior level executive and managerial staff in those functional areas to ensure clear understanding of FEP goals.

  7. Develop and enhance corporate level relationships with the FEP Director’s Office through regular and direct interaction. Serve on various FEP advisory groups. Influence and encourage the selection of other BCBSMN management and executive staff to serve on various FEP advisory groups. This includes the CEO of BCBSMN who has periodically served on the FEP Board of Managers.

  8. Provide regular briefings regarding issues of local and national importance to the CEO to supplement his/her knowledge as a member of the FEP Board of Managers.

  9. Manages the department including interviewing and hiring employees following required EEO and Affirmative Action guidelines and ensures employees receive the proper training. Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, discipline, employee relations and cost control.


Requirements


  • Accepting this director level position at BCBSMN requires signing an Agreement Regarding Non-Disclosure of Confidential Information and Non-Competition as a condition of employment.

  • Bachelor's degree in Business and 7 years of related experience with 5 years of experience in a leadership position, or 11 years of related experience with 5 years of experience in a leadership position in lieu of a degree.

  • 3 years staff, team lead or project lead experience.

  • Strong strategic planning and business planning skills.

  • Demonstrated management skills to motivate and lead a professional staff, including demonstrated coaching, performance management, and organizational skills.

  • Superior oral, written and interpersonal communications skills for a multitude of presentations with the ability to work and negotiate with key contacts at all levels of an organization both internally and externally.

  • Demonstrated ability to lead and drive results in a matrixed environment.

  • Proven ability to exercise good judgement and make decisions in an often ambiguous environment with tight timeframes.

  • Ability to build and maintain strong, positive business relationships at all levels within BCBSMN, with FEP Director's Office staff, and in the industry.

  • Proven ability to gain influence, credibility and respect.

  • Ability to navigate through a complex, matrixed organization and operate successfully to meet FEP goals and performance requirements.


Preferred Requirements

Advanced knowledge of the healthcare environment and FEHBP competition.
