The Director, Public Policy – China/Washington, DC Operations will work in collaboration with key internal and external stakeholders to design, select, and implement strategies that enable Merck to meet its strategic and business goals. The incumbent acts as a resource to the Merck country team in China, and Washington, DC leadership teams, in the development of policy capabilities both at local and global levels, and in developing and implementing policy objectives in a wide range of priorities including direct franchise support, the policy aspects of market access issues, healthcare reform, pricing and reimbursement, Health Technology Assessment, trade, and intellectual property protection. Carrying out this role requires ongoing interaction with the Policy and Communications teams, as well as other key internal and external stakeholders in China and in Washington, DC. This is an active, results-oriented Policy position.

Primary activities include: 
  • Provide support and guidance to Merck country office in China, and Merck Washington, DC office, per priority needs; 
  • Monitor policy and regulatory developments specific to China and the US-China bilateral relationship, with additional country monitoring assigned, as necessary; 
  • Support in Public Policy plans and tool development; 
  • Trade association empowerment and engagement, with emphasis on China and Washington, DC; 
  • Support subsidiaries in engagement with government officials and national assembly members; 
  • Support subsidiaries in stakeholder mapping and engagement; 
  • Policy crisis management and proactive risk identification and mitigation;
  • Collaborate with Merck country teams and leadership to implement cross-functional strategies in support of the annual business plan and Long Range Operating Plan (LROP); 
  • Collaborate with country policy colleagues to identify and develop policy priorities and advocacy messaging for assigned regions that align with Merck’s global policy and advocacy priorities; 
  • Collaborate with Washington, DC-based colleagues to provide input from markets and develops coordinated trade, policy and advocacy strategies for the region; 
  • Implement advocacy plans to seize opportunities and minimize threats that have a major impact on Merck's business in key markets in the region. Proactively develop and provide alternative solutions and preferred approaches to policy challenges; 
  • Drive industry agenda through PhRMA and other business associations to help implement strategies and reach key objectives; 
  • Builds strategic relationships with key influencers and other decision makers who influence governmental policies in priority markets in the regions, including government officials; 
  • Facilitate information exchanges relevant to policy initiatives between regions/countries and other Merck groups. 

Education Minimum Requirement:
  • Bachelor’s Degree.
  • Advanced Degree preferred.

Required Experience and Skills:

  • Minimum seven (7) years of experience addressing public policy issues related to pharmaceuticals and/or vaccines or a related area of healthcare.
  • Experience with and expert knowledge of US and China government and non-governmental organizations active on public policy issues required.
  • Strong knowledge of healthcare public policy process including understanding the roles and influence of various stakeholders.
  • Demonstrated leadership, ability to identify strategic priorities, bring together different internal stakeholders, and move an agenda forward to resolution and action.
  • Ability to work collaboratively and inclusively is essential.
  • Excellent written and oral communication skills required.
  • Knowledge of the pharmaceutical access and reimbursement environment.
  • Proven track record of success in managing high level stakeholders.
  • English skills required.
  • Cultural knowledge and sensitivity.
  • Cross functional leadership skills and the ability to manage through influence.
  • Required international travel up to 35-40%.

Preferred Experience and Skills:

  • Mandarin speaking skills desirable.
  • Advanced degree in a field related to health care policy highly desirable.
