As an integral part of the US government affairs team, the Director is responsible for working with government relations, public policy, business teams, and other company functions to develop and execute a strategy for all political programs at the federal level. The Director is responsible for providing strategic direction and management of Merck’s Political Action Committee, the company’s matching gift program, Merck’s grassroots employee engagement program, our executive political engagement programs and all compliance requirements associated with political activities. The ideal candidate will have previous PAC management and compliance experience, be detail-oriented, and demonstrate best-in-class skills in these fields. 
Responsibilities of the Director include, but are not limited to:
  • Manage all day-to-day activities including the production of internal communications, newsletters, political analysis, meeting materials, and PAC presentations. 
  • Manage the PAC donor database, and maintain organized records of all PAC receipts and disbursements. 
  • Serve as liaison to the PAC Contributions Committee, preparing presentations and briefings. Ensure PAC activities are in compliance with federal and state lobbying laws.
  • The position will work with counsel to ensure full compliance with all legal requirements, particularly those of the Federal Election Commission and the Lobbying Disclosure. 
  • Manage employee responsible for administrative activities of the PAC. 
  • Advise senior leadership on political giving and develop political engagement plans for senior leaders. 
  • Manage the implementation and execution of the company’s PAC matching charitable gift program.  

Education Minimum Requirement:
  • BS/BA required

Required Experience and Skills: 

  • Minimum 5 years of experience in government relations, political programs and/or PAC management at the federal level. 
  • Experience managing a budget 
  • Excellent presentation, written, and oral communication skills required 
  • Strong knowledge of political fundraising, grassroots advocacy and employee engagement programs in Washington, DC. 
  • Demonstrated ability to identify strategic priorities, work within a matrix organization to bring together different internal stakeholders, and develop and manage a project forward to resolution and action 
  • High degree of ethics and ability to build collaborative, effective working relationships both internally and externally 
  • Sound judgment, initiative, and the ability to work on multiple tasks in a face paced environment
