Description
Basic Qualification
• Degree, MPH, MSc, PharmD, PhD or MD equivalent
• Five years experience in health economics, outcomes research or pricing, reimbursement and market access (R&MA)
• Pharmaceutical industry experience
• Experience developing and implementing R&MA and HO Strategies for health care technologies
• Global (ie R&D) experience required
• Experience with marketed and/or pipeline products
Details
Over many years the respiratory portfolio has been the backbone of GSK’s success in developing and marketing pharmaceuticals. A powerful product pipeline in asthma and COPD but also targeting new areas such as cystic fibrosis will ensure that GSK remains at the forefront in this therapy area. It is imperative that GSK plans early and effectively to develop evidence of the value of our development products that is compelling to payers, so that we can achieve optimal reimbursement and ultimately benefit for patients.
This role will offer the incumbent the responsibility for steering the reimbursement and access strategy HO for respiratory assets in early discovery through to full development, to develop and implement evidence generation plans for payers and provide oversight for constituent studies through to Phase III and launch. This is a high profile role within GSK and offers excellent opportunities for the right candidate to demonstrate their effectiveness and develop their own capabilities.

Details
• Lead the development, management, and implementation of formative RMA strategies for compounds up to commit to medicines development
• Lead the development, management and implementation of Health Outcomes (HO) evidence generation strategies and deliverables, including health economic and patient reported outcome measures (PROs) to support the reimbursement, regulatory and business objectives during discovery and development
• Contribute to R&MA and HO assessments for disease area strategies and business development/in-licensing activities
• Ensure that health outcomes deliverables are of high scientific quality, meeting internal and external quality standards
• Provide oversight of worldwide health outcomes evidence generation activities for products in development, to achieve strategic alignment across the regions
• Demonstrate an ability to share best practices within the HO matrix
• Lead a network of HO individuals at asset and therapy area level between central group and regions to ensure high quality, coordinated health outcomes strategy for evidence generation across the central R&D and regional groups
• Work in partnership with matrix bodies in Respiratory therapy area (Therapy Area Business Units, Discovery Performance Units, European/Rest of World Centres of Excellence and US Brand Teams) to ensure integration of R&MA strategy and HO studies/data to support internal decision making regarding overall portfolio and during product development and commercialization
• Develop a strong understanding of health care systems globally, including associated health care policy, and develop relationships with external HTA agencies and payer decision makers to garner insights to influence drug development regarding R&MA strategies and HO evidence generation
• Ensure that Respiratory therapy area matrix bodies are educated regarding payer and HTA needs and are thereby receptive to the evidence generation requirements for R&MA during product development and commercialization
• Represent GHO on global and/or regional GSK initiatives
• Represent GHO on global and regional external professional, scientific, and industry committees and fora
• Contribute to broader organizational developments within GSK through participation in specific projects and work at a departmental level and beyond

ACCOUNTABILITIES
• Lead and implement formative RMA strategies and HO evidence generation strategy to support assets in Respiratory therapy area
• Coordinate effective interface with regional outcomes and market access teams to ensure that there is a strong R&MA strategy from an early stage and also that HO evidence generation will meet the needs of payers
• Educate and influence relevant stakeholders regarding policy and R&MA environmental issues impacting on Respiratory therapy area
• Support business development/in-licensing activities to provide HO and HE perspective for reimbursement, regulatory and commercial success
• Ensure compliance with GSK governance requirements for reporting of GHO studies, to include posting to the Clinical Trials Registry and inclusion in FDA annual reports
• Manage budget for asset support and commissioned studies
• Assure quality of deliverables, including review and sign off of project specifications, protocols, data analysis plans, final study reports, abstracts, posters and manuscripts and adherence to SOPs
