Purpose;
The Manager of Political Affairs is responsible for developing and implementing a program of political engagement by maximizing fundraising, encouraging increased grassroots advocacy, and fostering political involvement by GSK US employees. The Manager is responsible for key aspects of corporate political activity, including, but not limited to: GSK PAC strategy and management; employee grassroots advocacy strategy and engagement; oversight of political and grassroots vendors and online involvement tools; internal and external fundraising; and contacts with industry colleagues and coalitions, membership organizations, and consultants.

Accountability;
• Develop, coordinate, and lead GSK's political engagement strategy execution using all appropriate tools such as PAC, grassroots, trade association, and executive and employee engagement to increase political awareness and involvement.
• Define and direct an effective and targeted state and federal GSK grassroots program.
• Work with federal lobbyists to identify members of Congress and elections strategically important to GSK and organize fundraising events.
• Partner with key internal stakeholders including Communications, Media Relations, Legal, Human Resources, Payroll, Compliance, and Contracts and Procurement to advance Government Relations objectives.
• Develop program action plans, gain management approval, and implement strategy through the Vice President, Federal Government Relations and other company executives as needed.
• Serve as a contact for PhRMA’s grassroots programs including We Work For Health, We Vote For Health, and Home State. When advantageous integrate efforts into GSK political engagement strategy.
• Ensure all meetings, correspondence, and activities with the GSK PAC Board of Directors is routine, effective, and supports effective, transparent political programs.
• Design and implement all political affairs communication including collateral materials, videos, and the PAC and grassroots websites.
• Responsible for PAC compliance obligations including over 25 state political contributions reports, and federal political contributions, and bi-annual LD203 reports.
• Responsible for the effective administration of GSK PAC including process development and adherence, receipts and disbursements, PAC political and corporate budget management, record-keeping, and a financial audit.
• Responsible for the compliance of GSK employee PII policies related to the political affairs function.
• Expand political action capability and influence.
• Represent GSK political affairs externally.
• Foster and maintain relationships with political committees, consultants, industry colleagues, and membership organizations to ensure GSK’s political program has the most current and accurate information to make decisions, maintain best practices, and manage reputation.
• Recruit and develop volunteers and staff to support team activities.
Requirements
Preferred Qualification
Bachelor’s degree in political science, public policy, communications, public affairs, business administration, or related field.

• 5+ years experience in a corporate political/government affairs environment.
• Knowledge of state campaign finance regulations and experience complying with all relevant reporting obligations.
• Knowledge of lobbying and political activity reporting regulations.
• Knowledge of the US healthcare system and the pharmaceutical industry.
• 4 years experience in political affairs, political fundraising, political action committee management, grassroots advocacy, and government relations.
• Knowledge of federal campaign finance, lobbying, and ethics laws and experience complying with relevant reporting obligations.
• Past oversight of political and grassroots involvement tools and database.
• Advanced computer skills including Excel, PowerPoint, and online advocacy.
• Knowledge of legislative and regulatory processes.
• Demonstrated leadership, communication, and presentation skills.
• Strong organizational, analytical, and project management skills.
• Budget management and event planning experience.
