Title: Sourcing & Procurement Compliance Manager/Senior Manager Location: MD, Gaithersburg - Corporate Headquarters Req: 02241 Position Summary: Major Duties and Responsibilities: Government Sourcing: • Develop and maintain MedImmune’s Government-related Sourcing and Procurement process. Enhance the process wherever necessary to ensure efficiency as well as compliance with the Government Contracts/Subcontracts Operating Guidelines and corporate approved Strategic Sourcing process • Develop and drive approval for potential government process and policy improvements. • Work with legal to ensure that these Operating Guidelines and all components of the program are compliant with Federal Acquisition Regulations (FAR) and the “Global Sourcing and Procurement Policy”. • Act as central contact for all government-related purchases; responsible for delegating projects to appropriate Sourcing Category Managers and tracking of milestones on projects. • Support Category Managers in their projects to ensure government purchasing compliance. • Provide training to all new Supply Chain employees (corporate and site-level) who are directly involved in government-related purchases (requisitioning, approving, etc.) • Act as central-point of contact to MedImmune Government PMO for requests for information in support of any official audit requests; including, responsibility for supporting requests for additional sourcing project details and documentation. (for example, details on upcoming significant projects in need of pre-approval) • Work with relevant sourcing professionals to identify and implement technology based solutions for the solicitation, storage and maintenance of Vendor Certification documents (e.g. flow-downs, Reps and Certs, debarment status information) and Purchasing Documentation (e.g., Sourcing Fair-and-Reasonable assessment, RFP documentation, Contracts, PRs, POs, etc.). Establish compliance program to monitor compliance with government regulations (CAS, Federal Acquisition Regulations (FAR), etc.) as well as Company and Strategic Sourcing policies, procedures and methodology; work with legal to ensure that the established compliance framework and related monitoring meets Medimmune legal requirements. Small/Minority/Women-Owned Businesses (SMWBE): • Drive incremental SMWBE spend through the refinement of existing processes and the development of comprehensive goals driven methodology. • Provide all required reports on Small-, Minority-, Women-owned Business Enterprises (SMWBE) requirements across all MedImmune spend, including internal tracking of metrics and vendor information. • Lead the annual goal-setting for SMWBE spend across all MedImmune categories, in collaboration with Category Leaders.

Position Requirements
Sourcing Policy & Code of Conduct: • Provide governance and support of Sourcing Policy currently being developed. • Lead efforts to ensure due diligence with respect to Anti-Bribery & Anti-Corruption (ABAC) and Code of Conduct risks with new and existing suppliers. Develop and deploy a risk-based approach to application of due diligence processes. Special Skills/Abilities: • Familiarity and prior experience with various government contract types (flexible-pricing, firm-fixed, etc.); • Familiarity with SMWBE reporting requirements, best practices and program optimization; • Preferable knowledge and expertise in with FAR. • Effectively manages change, is flexible, make timely quality decisions; • Able to effectively handle multi-task and changing levels of responsibilities; • Must have strong interpersonal and communications skills to be able to provide timely feedback and communicate appropriately with other departments; • Energetic and self-motivated team player/builder; • Strong knowledge of Microsoft (Excel, Access, Word, and Outlook) • Strong knowledge of SAP preferred; • Must demonstrate good problem solving and analytical techniques along with understanding necessary internal controls; Supervision: • The Government Souring and Procurement Manager may be responsible for direct report(s) in the future. As such, the manager would have the following responsibilities: recommends appointments to the team, decides and assigns tasks; review work, manage performance and conduct performance reviews.
Educational Requirements
Requirements/Qualifications: Education: • Bachelors degree • CPA or MBA preferred Experience: • 3-5 years of working with the U.S. FAR; preferable experience. • Preferable experience with SMWBE reporting requirements. • Working and a policy driven sourcing environment • Creating, refining and/or enforcing sourcing policies • 3-5 years of experience with traditional sourcing strategies and methodologies.
