Description
Title: Project Engineer Location: PA, Philadelphia - NON SALES Req: 02186 The Project Engineer is responsible for assisting in developing project scopes. The Project Engineer will identify technical approaches that meet the functional approaches. After project approval, the Project Engineer will design or supervise the design of major segments of a project and coordinate with the appropriate staff. This may also include construction management duties and following the project to completion.Supervises the activities of maintenance staff in the operation, maintenance, repair and alteration of building services such as compressed gases, plant steam boilers, water treatment systems, refrigeration units, HVAC systems, electrical distribution; process chilled water systems, autoclaves, sanitary piping networks, and waste handling systems. Responsibility covers three shifts a day, seven days a week. Responsible for the creation and completion of VSCRs associated with the above equipment. Monitor utility consumption and evaluate, recommend and implement conservation measures and equipment upgrades/replacements where appropriate. Manage capital and maintenance projects ($100K) and ensure these projects meet budget and established timelines. At the conclusion of any capital project, be prepared for the continuing facility support required as a result of any capital project. Establish and optimize department procedures for building systems and utility equipment that conform to company and regulatory agency requirements and guidelines. Defend those procedures to regulatory agencies during audits and inspections. Provide supervision, make necessary organizational decisions, and direct subordinates in the safe, effective an economical performance of building support services responsibilities. Obtain proposals, recommend vendors, prepare capital investment proposals and direct the work of outside contractors. Provide input on performance reviews. Maintain a high level of staff motivation through training, coaching and implementation of the development plans. Stand in as the Manager of facilities when out of the office or unavailable. Assist in developing capital and expense yearly budgets for building services and maintenance. Operate within approved resources. Forward requests for capital improvements in a timely manner for inclusion in the annual plan. Study and recommend replacement of building equipment when indicated due to ear or obsolescence. Assist in the management the building Work order system to ensure Routine Assignments (both PMs and repairs) are completed in a timely fashion.

Functional Skills: Prior experience directing outside contractors Experience in managing capital projects Aseptic production experience (preferred) cGMP operations experience, facility regulatory guidelines, and governmental codes (OSHA, EPA, FDA, EU). Strong organizational and planning skills, strong leadership skills with the ability to manage complex personnel issues. Ability to meet deadlines. Experience dealing with regulatory agencies preferred. Language Skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Mathematical Skills Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Educational Requirements
Bachelor’s degree (B.S.) from a four-year college or university in Engineering or related field
