| Requirements |
Position Requirements Major Duties and Responsibilities (including supervising others):
• Advise Government Program Management on the day-to-day handling of contract administration with the Department of Health and Human Services, including identifying and triaging significant contract compliance matters to Corporate Counsel.
• Ensuring that submissions, correspondence and other non-technical deliverables satisfy the Company’s contractual and other obligations as a government contractor.
• Assisting in reviewing, drafting, and negotiating new government contracts and subcontracts.
• Training and counseling business functions across the company on the Company’s obligations and related policies and processes concerning all of the company’s government contracts. This includes interacting with various business teams (finance, sourcing, government program management, research & development, clinical, etc.) responsible for government contracting matters and developing/reviewing business policies/processes for compliance with government contracting requirements.
• Assessing audit preparedness and assisting business teams in preparing for any potential audit, as well as assisting the teams during any audit.
• Developing specific government contract related training materials and serving as a subject matter expert for other corporate-wide training materials
• Enhancing and managing internal systems for tracking company litigation matters and investigations, including maintaining internal tracking and docketing systems, coordinating with members of the legal team with direct responsibility over matters, creating and implementing document preservation notices as needed, and assisting with assembling documents and other information for specific litigation matters.
• Improving the company’s records retention program, through developing and implementing a corporate policy, record retention schedule and related standards. This includes working with the Business Integrity Assurance Team, Legal and functions across the company to ensure our records retention program meets business needs and satisfies legal requirements.
• Handling litigation matters and other potential disputes
• Conducting internal investigations
• Assisting Corporate Counsel and other members of Legal as necessary. Educational Requirements Requirements/Qualifications:
Education: JD required
Experience: 4-7+ years of relevant work experience; 3+ years of government contracts related work experience. Experience working in the biotech or pharmaceutical industry a plus.
Special Skills/Abilities:
• Strong working knowledge of contract management/negotiation, government contracts policies, Federal procurement requirements and regulations, including the FAR, DFARS, HHSAR, CAS, DCAA audit standards and other pertinent government contracting rules and regulations.
• Ability to apply Federal procurement requirements and regulations (specifically relating to subcontract, government property management, and cost accounting principles) to an organization’s activities
• Litigation experience
• Exceptional project management skills
• Strong organizational and leadership skills.
• Effective oral and written communications skills; excellent attention to detail and strong proof-reading skills.
• Strong analytical ability, detailed oriented, and self-disciplined; excellent at multi-tasking and prioritizing among multiple deliverables
• Proactive thinker; Thrives in a team environment and fast-paced, entrepreneurial culture
• Able to partner with different business functions to develop/enhance new processes and procedures and to implement organizational change
• Ability to think creatively and to work under pressure
• Proficient in Microsoft Office Suite (Word, PowerPoint, Excel, etc.)
